The aim of Regulation is to have a truly global presence. To this end we have established a number of World Regional Regulatory Advisory Panels (‘WRRAP’), including one for the Asia Pacific Region. The WRRAP will deal with ethical and regulatory matters and keep the Regulatory Board updated on local matters and conditions. Both members and non-members will make up the panel. We are now seeking expressions of interest from members who would like to assist the global roll-out and sit on the panel. Such members should not sit on any other board or committee. If you would like to put forward your name or the name of another member, or if you would like to have more information please contact Ian Thomas.


There is also a vacancy on the Regulatory Board, the body to which the Regulation Department reports. For further details please contact Ian Thomas.



brokerage standards questionnaire

Georgiana Hibberd, Associate Director, Residential, on behalf of herself and three other Directors, asks for your help in answering a questionnaire. Georgie sets out the background to the request in this way.

In response to a request from members, in various parts of the world, we would like to consult you and your membership on a proposal to combine the core Real Estate Code and the core Real Estate Management Code into a global Practice Statement (A document that provides members with mandatory requirements under Rule 4 of the Rules of Conduct). This will therefore ensure that the core principles around which the Real Estate Agency and Brokerage Standards and the Real Estate Management Guidance Note are currently written will become mandatory for members and underpin the RICS Global Ethical Standards in the area of residential and commercial real estate agency, brokerage and management.
 

This is a real opportunity to add your voice to the debate on advancing standards world-wide and we would urge you to consider taking part. The questionnaire should not take more than about fifteen minutes and can be found here.

signing of valuation reports

Regulation Asia Pacific recently received a complaint from a member of the business community regarding a valuation report he had asked a company to prepare. The company appears to be one that engages the services of individual valuers on an agency basis. Unfortunately, the complainant was not able to identify to us the valuer concerned as the report was unsigned and no name was disclosed. The company has refused to supply such details to the complainant. Please ensure that all valuation reports bear your signature and name. Regulation will regard it as a disciplinary breach if the valuer concerned does not identify himself and sign the report.


updating your cpd records online

We make no apology for returning to this matter. All CPD records are now held online and the website has been improved to make it much more user-friendly. You are able to check your individual records and to ensure that they conform to the new policy that came into effect at the beginning of the year. There are more training opportunities than ever before, including the online RICS Academy offerings. We welcome any and all feedback in this regard and would like to know your views on the change to the website.

regulation cpd events


Regulation held two very successful CPD events in Shanghai and in Beijing in March and April. Capacity audiences enjoyed presentations on risk assessment and management, professional indemnity insurance, the theory and practice of valuation and the benefit of the Valuer Registration framework. On 14 June 2013, Regulation will be in Guangzhou when we shall present similar topics. The persons delivering the presentations are experts in their field, both within the profession and from allied bodies.
